I thought about that around the time that we agreed on that list, but the problem is that the diagonal routes are 40 total, so it would mean having a massive swathe of spares, or else displacing 100 thru 899.

Also, having a "0" prefix is a good way to separate the council routes from the rest of the series.

An alternative would be to leave 001-099 as is, and move 100 thru 899 into the 200-999 series. Then 100-129 would be Event/Trial, 130-159 would be Tourist routes and 160 thru 199 would be diagonal, with almost the same net effect.

After all, people only look to the 900's for special services because that is where they are now. This numbering scheme is due to be completed around 2030, which is enough time to wipe the slate clean on anything non-physical.

That's a better idea.
