Suburbs served by the Werribee line have experienced strong growth in recent years, resulting in high levels of patronage, especially during peak time. Extra capacity is required.
A unique feature of the line is the Express Route, from Newport to Laverton by a separate pair of tracks. This arrangement lends itself naturally to either a two-tier service or a shuttle arrangement similar to the way Williamstown trains run today.
Capacity on the Altona section is limited due to the lengths of single track. Full duplication, while a good idea in the medium-to-long-term, would be very expensive due to the swampy nature of the land the track runs on. However, a project to enable higher frequency services by building passing loops in key positions is feasible.
