The nature of public transport dictates that not all journeys will be able to be taken with a single trip. Therefore the system should be designed to make it as easy as possible for passengers to change from one vehicle to another. This includes making services as frequent as possible (to reduce waiting time) and designing interchanges to reduce the walking distance to a minimum.

In order to make public transport as convenient as possible, it is desirable to reduce the number of changes to a minimum. This can be achieved by:

• Focusing routes on a relatively small number of major transport interchanges
• Ensuring transport interchanges are integrated with major trip generators, eg shopping centres or dense residential developments - ideally planned around the Multiple Business District (MBD) map.
